TASKS for the Pugs Test Suite

* Update t/closure_traits/*.t to conform with the latest S04.
* Remove :todo marks from the tests and make them failing (or use the todo functions)
* Fix the broken smart links (L<..>) in the test suite via util/smartlinks.pl.
* Update the legacy smartlink syntax like
    L<syn/sec /regex/>
  or
    L<<syn/sec /regex/>>
  with the keyphrase version:
    L<syn/sec/key phrases>
