         Improved constants handling using ExtUtils::Constant.
         Added libnet_error() for finding errors returned from libnet_init().
         TODO:
            Skip tests when not running with a UID or EUID of 0.
            Get onto building packets!

         Refactored IPv4 functions into Net::Libnet::IPv4.
	 Split tests for IPv4 test out to separate file.
	 Note:  IPv6 is not completely implemented in the current release
	 of Libnet, so no work on IPv6 should be coming any time soon.
